Bill Roggio points out that one of the biggest problems with the Iraqi army is that inefficiencies and corruption in the Iraqi payroll system have resulted in many soldiers not receiving their pay – some for as much as a year. Reforming the archaic, Byzantine, and throughly corrupted Iraqi beaurocracy is probably not a near-term solution.
My approach? Have the US start hiring unpaid Iraqi soldiers to flesh out our troops in Iraq. This will relieve some of the Army’s load and give us a softer presence in Iraq. Hopefully it will also prompt reform by the Iraqi government.
